Unless you've completely deleted the Downloads folder you'll find it in Finder here:
Mac HD - Users - 'your username' - Downloads

From there you can just drag it to the dock, right-click, Display as folder

If it's not there it maybe still be in the trash. So you can right-click and restore it.

If it's not in the trash you'll need to create a new downloads folder in the location above.

External hard disk acquisition addict - but admitting the problem is the first step to a robust backup

What you actually created is a "shortcut" to or, in MacSpeak, an alias of the actual Downloads folder, which resides in the Finder window, not on the Dock.

You're welcome. Just refining the terminology for you there. It's easy to "lose" a Dock icon. If you happen to click and drag one and let go, you'll see an animated "puff of smoke" and the icon is gone. But, as you've now seen, it's easy to put them back, as long as you know how.
