Merged threads and made title more descriptive.

Your dock is just hidden. Go to System Preferences > Dock > uncheck "Automatically hide and show the Dock" or right click the space between your apps and your stacks > Turn Hiding Off.

Try repairing permissions via disk utility

Applications>Utilities>Disk Utility

When open click yourHD in the left column and then the First Aid Tab.
Then go to the bottom and click "Repair Permission" and sit back with a coffee. There will be a big list in the logs but dont worry about that. When its done log out then back in and see what happens

Dock looks fine in that last video (you don't need to upload videos, screenshots will do if that's easier). If you open up a Finder window, does the menubar appear? If not, try repairing your permissions as suggested by TattooedMac.

I assume you're connecting a Mac notebook to a HDTV?
