Always on top?

Lame title - didn't know how to describe this in a short sentence.

Here is what is happening, started after the latest security update which installed this afternoon.

I'm browsing in Safari and I cmd click a link to open in a new tab. Finder or Lightroom decide to jump over safari so safari is hidden behind them. It's getting really annoying now. Have I somehow done something to make finder and lightroom be 'always on top' to use Windows speak.

Well, Windows users probably got it right away. It's better than "Can you believe this?" or "Why does this happen?" etc. etc.

What OS do you have? Have you ever tried to use Spaces? (introduced with Leopard - 10.5)
