Compressing Compressed Files

If I compress files, then compress that compressed Zip file, will it keep making it smaller and smaller?

In most cases no. I tried that years ago with the same question. Sometimes they got larger!

I have seen some people Zip files then compress the Zip with say RAR or ARJ.

There is UnRar. I believe BetterZip might do it but it's not free.

Yes it does RAR and 7-Zip even.
