DVD to WMV

I used iMovie to select a portion of a DVD movie (.VOB), but I need to export in WMV format. Can iMovie '09 or iTunes do this?

iMovie 6 could (and FinalCut and QuickTime Pro still can) with the $50 paid version of Flip4Mac.
