You reinstall OS X with the discs that came supplied with it. If it didn't come supplied with discs you buy a set or contact the e-bay seller about the original ones.

You can reset the password, but you will still need the OS X disk.
Just scroll down to resetting the admin password.

How do I get the administrator password?
Simple.
Contact the seller and ask them for it.

Removed personal contact information to protect the innocent.

Liquid and computers don't mix. It might seem simple, but we see an incredible amount of people post here about spills. Keep drinks and other liquids away from your expensive electronics!
