Question Santa is coming early, need help

Here is the good news, I can motivate around OS-X. I am not a complete noob.

Here is the better news, my Dad is going to give me his iMac with Tiger. G'Bye Windows.

Here is the question.
My dad is 75 years old and has decided that he can use my Mom's iMac and I will be getting his iMac pretty soon. I know how to transfer his documents and settings to my Mom's machine so that is not an issue.

1. Will a format and clean install erase his tracks? Is there an easier way?
2. Can I register new ownership with Apple? I will have two years of iCare left on the machine.

Your thoughts will be greatly appreciated.
