Keyboard Shortcuts with Duplicate Command Names

Is there any way to assign keyboard shortcuts for commands within an application that have identical names? For example, in Excel, Insert > Cells... and Format > Cells... The latter has a built-in shortcut, Command-1. How can I assign something to the former?
