Most likely not.
This is a fee that is charged yearly though so that may be the reason why a PayPal account is required. If it was a one time purchase then it would probably be different.

And may I ask why you don't want to setup a PayPal account...
I was hesitating too at first, but it's really easy to do.
I do have an account and have had for many years. Problem is the only two times I've used it I subsequently got emails from PayPal (or someone else I suppose) saying that my account has been hacked and all sorts of horrible things are going to happen.
I really don't need it.
You'd be surprised how many people are willing to accept my checks, including forum moderators. I guess I have an honest face.

Currently the only way is PayPal. You have nothing to worry about hacking if you don't enter your password into non-paypal websites.
I would not take a check from you. Sorry. :p

You have to be very very careful about "phishing" e-mails. I get these from dishonest people from time to time for Craig's List, Paypal, and eBay. These emails usually say something like they want you to "verify" your account name & password...and they "look" very very "official"...but they're not!
If you look very carefully at the website address's for these "phishing" e-mails you would see that they are not from the website they claim to be!

I get those exact Pay Pal messages. NONE of them are from Pay Pal but are scammers. Just throw them in the trash and block them in a Spam filter. I never get them any more since I did that and use Pay Pal quite a bit.

Yeah...those e-mails are sort of "scary"...because they look EXACTLY like the real thing...but of course they have the wrong web address!
These electronic "conveniences" are great...but they also come with additional responsibilities to be careful!

What I do is in Mail while viewing the message is select Show Long Headers from View/message and see exactly where it came from. Almost every one of those from Pay Pal, Ebay, banks say from an overseas source or some other address that has nothing to do with Pay Pal.
