There are only three things that would cause...

There are only three things that would cause this:

- fans
- hard drive
- optical drive

And if you have no disk in the optical drive…then the optical drive can probably be eliminated.

They are also sold on eBay. Used Apple units…and 3rd party knock-offs which can be of varying quality.
