Speed up rendering by increasing CPU power and a faster video card if you are talking about FCP X or Premiere Pro. Lots of RAM and a speedy disk helps too. Your laptop is limiting you in this regard....

I would go with H.264 for good quality at a low data rate. You will have one generation of loss by transcoding. I don't recommend scaling SD frame size to HD unless you need to burn a Blu-ray disc....

Perhaps it's the integrated video card? I would recommend a separate video card like that on the 15" not an integrated one like that on the 13" for video editing.
