The 3rd gen does NOT have a built in microphone but you can use earbuds with a microphone, while the 4th gen has a built in microphone.

Also, the fans always run at their slowest and silent speed, which is 2000 rpm. They don't turn off for a sec and then start up again. they just run constantly at their slowest speed.

I did not have skype previously. Just downloaded it for the first time. Running SL 10.6.4

Edit: Installed 2.7 and then updated to 2.8 everything works fine now.
