Or it could be a problem with your ISP also.

Do you have a backup of your system when it was working okay?.
If so, do a restore of that backup. It'll take a while but worth a go (after you've tried everything else of course).

CandyBar indeed works with ML as Panic recently updated the software to work in 10.8.1 just make sure its v3.3.3 (8.1).

I use it all the time to change system/app icons etc, and it works...
