I do not believe an app would have access to seeing sizes of other apps and files. Only option I have seen is at the bottom of iTunes when your iPad is connected to your computer.

It could be the battery but its impossible to know with out testing. If you take it to an authorized reseller they should have batteries to put in your computer for testing and then you would know.
