so. if you were, say, born on the east coast of the us, then moved to the midwest in the central time zone, would your birthday technically begin at 11:00pm the previous day? or do you have to wait until midnight to begin partying?

You can pretty much start partying at any time you want. Start a week beforehand if you like. But, if you want to worry about times zones, just worry about the exact birth time and ajust for time zones accordingly, no ambiguity that way.
