Last I knew, a tomato was a fruit, but Congress is saying pizza is a vegetable because of the tomato content.

Well... it goes like this. A long time ago now (sometime in the 1800's as I recall) there was a law that put a tariff on fruits, but not vegetables. So, tomatoes were declared to be veg, to keep from the tariff being applied.

People do generally tend to blame those on top. Look at Occupy Wall Street - people weren't blaming those on the bottom.
