He needs to be careful about playing movies on that. The movie industry will demand royalties for a "public performance". Although anyone who can afford something so obscene probably wouldn't even feel the pinch from fees like that.

If it is going to disturb his neighbors because of ambient noise and light, such as in those nightmarish scenes in the movies where someone is staying in a cruddy motel, and the red vacancy light is flashing... then they have a case. But if no one is able to actually see it, other than the posts themselves *because of their height* then it might be fair game.

Either way.. this guy has some odd priorities IMO.

I know that area of Long Island well. I was raised on Long Island (many years ago) and I can tell you that it's likely not going to happen:
