What's wrong in this picture, said to be genuine, of workmen in Ireland installing bollards to stop nurses parking on the pavement outside the Royal Hospital in Belfast? The men are cleaning up at the end of the day.

This is on Quay Street, Manchester, England, M3 3HP (opposite number 66) See, google maps 'street view' and snopes.com. The bollards appear to be the removable (socket - key&lock) type.
