Boot Ubuntu from External USB 2.0

Just wondering would it be possible to boot my Mac to my 40GB external USB drive with Ubuntu installed?

If so, how would I go about it?
How would I install Ubuntu to the USB drive using my Mac?

Would there be a major decrease in speed because I would be using an external drive?
