Aero Glass needs at least DirectX 9 to run, and I believe Parallels only has support for up to DirectX 8, so that could be why it's not working.

I know it's definitely not a hardware issue because if you install Vista via Boot Camp, Aero works perfectly fine

Kash is right, Parallels won't do it.

It's Parallels like Kash and knightlie stated. I had Vista on my stock Mac Mini Core Duo. Aero Glass worked like a champ on the Intel GMA950 graphics. I was shocked in fact just how smooth Aero was on that integrated video. So it's not the Mac. I am sure they will upgrade Parallels in the future to support DirectX 9, but for now, use bootcamp.
