parallels desktop on mac

I have swithced from windows to mac. I was just going through some softwares for mac and came across parallels desktop. I found it useful. I want to do some programming on ms visual c++. can it work on mac os x 10.6.3 if i use parallels desktop. Can i do windows programming with it?
