Is there a way to transfer windows 7 off my old PC to BOOT CAMP not parallels

No. It must be reinstalled and that also means reactivated with MS. And just a quick note - if you have an OEM Win 7 version on your PC (Dell, Sony, HP, etc.) you probably will not be able to install it via Boot Camp.
