It is if you install Windows on your Mac.

You can if you install Windows. Only windows will open windows programs.
It might be better if you tell us the name of the application and what it does. There may be someone that can provide you with an OS X version or app to do what you need. If you don't know what it is, you got it in an e-mail from someone for example, you don't want to open it anyway. It's more than likely a windows virus one of your windows using friends is unknowingly passing around. Never open a .exe received in an e-mail.
