Windows - Formula Bar for Excel

Two related questions:
1 - How do I get the formula bar for Excel (Microsoft Office 2008) to remain as one of my toolbars? It disappears each time I open a new file.
2 - When it does appear, the individual keystrokes I enter appear vertically in the formula bar, rather than horizontally. How can I change this?
