using function keys without holding down fn key

I've just installed Windows XP on my macbook 2.16Ghz and I've just realized that apple keys precede the function keys. For example, to make internet explorer full screen, I have to hit fn+F11 to do that. What I want is to use F11 without holding down fn key first. Is this possible?
