Cannot instiall OS/CDRW not operating

My CD Burner (MacG4) stopped reading disks. The easiest thing for me at the time was to start using an external one. I am using 9,2 and have never been able to switch to OS 10 as it said it needed reinstalling.

I have numerous problems and a new hard drive and just want to reinstall all the operating software. However, I cannot boot up the CD as it looks for the internal one and does not recognize it or the external one. So is there any other way I can install the software?
