air port connect

air port connect to my windows. Do i need a base rather an air port express only or do I need both in order to connect

Huh? I have no idea what you are asking..

Airport Express or Airport Extreme Base Station both create a WiFi access point that any device can access, nothing special for Windows or Android or Linux or OS X or iOS or Windows Phone or Blackberry or whatever else..
