What is the best way to transfer hi8 video to digital files?

How do you import analog video (Hi8) into a Mac?

You will need a video capture/digitizer device. -- with software for OS X. The software part makes it more expensive, so I use a cheap USB 2 device in Windows for capture, then transfer the file(s) to Mac.
