Hold the scroll ball and drag to scroll...?

There was a feature on Windows computers that allowed me to click and hold the scroll ball/wheel and then drag the mouse up, down, or sideways to scroll around on pages. This was really useful, and I miss it. I can't find how to set it to do so on the Mac mouse, though. Is there a script that could make it behave like it did in Windows?

I have a iMac running Mac OS X v10.5.8 and an Apple Optical USB Mouse. Thanks
