ok i'm not sure exactly what an external is..
but say i get an external harddrive.. that is for both win. and mac..and i decide to put 90% of my things off my comp onto there..

having it connected to the comp or w.e will i have to constantly move it from my ExHD to the comp or no??

example: burning a DVD, if the file is on the ExHD, can it burn from that to the empty disc?? or do i have to re put it back onto the comp in order to burn?

if you have files on an external, they will act pretty much as they would as if they were on your computer. you may experience a slight performance hit when dealing with very large, or large bunches of files depending on what you're doing with them. so anything you normally use a lot, you should probably keep local.

Further to what Eric has advised, using firewire vs USB will also make a difference. To your specific example, you will almost certainly find that burning a file from the external HD to a blank DVD will be slower than directly from the internal HD. How much slower? Depends on a number of things, but if you're not in a hurry, it'll work okay.
