I would advise using PureFTPd Server. This is an excellent piece of multi platform open source freeware. I have used it for years, under both Linux and Mac OS X.
The Mac OS X port of PureFTP is an FTP server and a control GUI, all in one. It is very nice and works very well. You can get it at: http://jeanmatthieu.free.fr/pureftpd/ Once you have that up and running, you then need to be sure you set up all intervening firewalls to allow access to port 21 from the outside world. Usually, this means configuring your Mac's firewall, if you have it enabled, and your DSL router's firewall. Normally that is all that is needed. Good luck!
