disable font smoothing for source code
I like Apple's font smoothing except with I am viewing and editing source code.

Is there a way to adjust the "text smoothing for font sizes" setting per application?

Also, is it possible to have this option specific to a font? So, I could set one font to "12 and smaller" and everything else to "8 and smaller"?

If you're using a decent code editor, it should give you the option to do so. Otherwise "not that I know of" per application/font.
