OS 10.5 - Keeping Arranged ?. Not

Why is that if I open the Mac HD and select "view", arrange by name ( I have icons selected. Sometimes the next time it's opened they are not kept arranged ?.

ALSO, why cant you have some folders arranged by "list" and other as "icons", like I could on 10.3.9.

I had this problem in Tiger, but Leopard fixed it for me. Never really looked into the problem too much. Odd that Leopard fixed it for me but broke it for you...
