Doomed to laggy window resizing?

Do programs in osx always lag when resizing the windows if it isn't an app with the "outline only" resizing? Safari is really crappy at resizing. I was thinking maybe it would be better if I bumped my RAM from 512 to 1gb. I wouldn't think it would be bad considering my powerbook is only 2 weeks old.
