OS 10.5 - Trouble with mdimport

I installed Leopard on my work computer via the upgrade method. For some strange reason, spotlight is not indexing the bodies of any new messages arriving. (If I search for a term under "entire message" it will not show up in results.) The only way I've found to fix this is to type mdimport ~/Library/Mail in terminal. Once I run that, new messages will show up in search results in spotlight and within mail.

I was hoping that 10.5.1 would fix this problem but it has not. Is there something wrong with my mdimport file? Is there a way I can replace it using the Leopard DVD? I'd rather NOT do a re-install if I don't need to as there are a lot of programs on that computer that would be a real pain to hunt down and re-install. I've seen many people having this issue on the Apple Discussion forums, so I know it's not just me. Also, some are having it that did an erase and install, so I don't know if it's necessarily an upgrade bug.
