OS 10.4 - The little lock of «sharing» is always open, even if I lock it??

Something intrigues me.... The little lock of the sharing preferences is open everytime i open my eMac.... So I lock it again, I reboot... and it's unlock again!!!!

So I looked at the old imac of my Girlfriend (both computer are not in the same house), and surprise, the lock is open too.... Same thing... I lock it, reboot... and it's unlock again!

What is going on??
