I'm going to downgrade to Tiger until it's a bit more stable, but I was wondering, can I do a clean install of Tiger without losing my Windows Boot Camp partition?

Yes, as long as you don't repartition the drive during setup and point the installer to the HFS+ partition and not the whole disk.
