MacBook - keeping time problem

I have had this problem for quite a while and it's bloody annoying.

I set the clock when I got the MB and clicked the padlock icon to lock it but when ever I start it up it's always an hour ahead but when I go to the clock it suddenly changes and the padlock is open again.

Please help
