OS 10.4 - Files Won't Appear Deleted on Flash Disks

If I have a memory stick or something plugged into my iBook and delete something on it, the physical file disappears but the free space doesn't increase, I have a 1GB memory stick that has a 700mb file on it and if I delete it, it still says I have 300mb Free! It does this with everything except for the hard drive inside my computer!

Did you empty the Trash?

I thought that it would be like windows, since I have just moved to Mac, I thought that It would delete straight away but that seems better if I can get accidentally deleted files back, I've been moving everything from my memory stick to my computer and formatting the memory stick to clear it! Thanks so Much, but is there a way to make it delete straight away and bypass the trash?
