OS 10.3 - can't log onto internet

I have lost my connection to the internet via a cable broadband connection the connection is fully working and the cables are ok. Safari, mail and skype are unable to connect to the internet. Despite this Internet explorer can connect and is working fine. I have a vaid IP address. Has anybody experienced similar problems or any suggestion as to getting back online.

I cant connect to one site. I've tried everything. I have been reading more connectivity problems since 10.4.10 came out
