OS 10.4 - Troblems with my icons

I am fairly new to the mac world and i was wondering why every time i move my icons on my desktop to a random place..they'll always go back to where they were when i restart or log out of my name?

Drive icons (e.g., Macintosh HD) don't remember their positions because they appear in the order that the drives are mounted.

All other icons (files, folders) should always remember their positions.

Report bugs?
