OS 10.4 - G5 acting like control key stuck

After upgrading to the latest version of Tiger, my G5 Powermac occasionally acts like the <control> key is stuck. I will click on items in the desktop and get the popup menu I normally get when the control key is down.

The only way to correct it is to press and release the control key. Afterwards its fine.

The control key visually does not look like its stuck, and its a brand new keyboard.

Anyone know what is causing this behavior?
