OS 10.4 - Why Does Minimize Button Not work Sometimes?

Just curious why this is? It usually is fixed after restarting, but why does it not work sometimes and how do I fix it without having to restart? Apple + M works...

I am experiencing the same issue on my late '06 iMac. Any insight?

My 06 iBook is fine but I often just double click on the top of the toolbar which is a larger area to aim for. Option available in System prefs > appearance.
Repairing permissions using the Disk Utility wouldn't hurt and may help.
