This seemed to happen after I installed DxO Optics Pro, but Ive turned sounds off in the preferences. Any other program that makes this sound? Does anyone recognize it?

That would be Microsoft Messenger telling you someone has signed on if I'm not mistaken.

Actually, it might be Adium, come to think of it. I haven't used sounds in a while.
