Action GoMac-like app. for Panther?

I've used Action GoMac for my 9.x system for a long time now and really miss it after up'ing to Panther. IMO, I find the Dock to be a failed attempt at a taskbar-like item that just doesn't work the way I'd like it to. I just want something like Action GoMac's taskbar back: one that stretches across the entire bottom of the screen, keeps shortcuts on the left & active programs in the middle (not mixed together), and a clock over on the right. Is there any sort of replacement for the Dock that'll do that?

And please, I don't care to get into arguments about what the Dock is intended to do or not, or how it should be used, etc. etc. It simply doesn't fit my style of computing and I'd like to investigate alternatives.

Mac Specs: 21in iMac core2 Duo- 13in macbook - 10.9 on both

There is an A-Dock for OS X. Search at VersionTracker or MacUpdate.

Thanks cradom! It looks like it's as close to a taskbar as I'll get, for which I'm thankful.

Any other suggestions are of course welcome.
