Just curious: what was so significant about 10.3.9?

The reason I ask if because I noticed that a lot of applications that still support Panther usually requires 10.3.9.
What's so important about 3.9 that 3.8 didn't have?

With the 10.3.9, Apple was putting into place some of the Tiger features, readying Macs for an easy upgrade.
