OS 10.3 - Speech recognition "make this speakable"

Mac Specs: iMac G4 700mhz 10.3.9 & 2.4ghz 1.5 gb 10.4.8

the problem that i'm having is, when using speech commands and i command the system to make a website speakable, it will then ask for the speakable name. everything works up until i select ok. it never saves the command, therefore not letting me speak which site i want to go to. anybody know how to fix this? help states that it will either save to speakable items or application speakable items under the correct application and will take up to 20 seconds, but nothing. and on another note, anyone find a site that has a good tutorial on making your own commands?
