Airport Preference Blocking?

Okay - so get this. On the mac, whenever I connect to a wireless network (or have my airport on in general I think) ... I can't access the system preferences panel - everything is greyed out.

Why is this? What files do I need to edit to remove this? I am an admin and can get root access, let me know.
