Could any clever techie tell me what this is?

I'm trying to install an app, but it says it isn't possible as I haven't got Xerces Framework installed?

I tried doing a search through Yahoo but didn't get much?

If it's going to be hassle, and could possible break my system I won't bother, but I'm curious as to what it actually is.

I'm a bit reluctant to install it to be honest seen as I don't know what it really is.

It seems to be for Developers, an area foreign to me....and there are many foreign areas when it comes to computers...
