OS 10.4 - Replacing Icons more easily

I would like to replace my icons, but when I download them, i just get a bunch of icons that i have to apply manually for each and every application, and folder. Is their some sort of utility or software where i could just drag and drop the icons on their old ones? Somehting that would make it easier would be great.

None of these apps are free, but they're cheap.
